Dropdown options text turn blue when hover after clicking outside the web page.

I have observed the option text turns blue when hover after clicking outside the web page.
For e.g

1. Open a dropdown menu.
2. Click anywhere on dev tools or toolbar.
3. Go back on dropdown and hover on options .
4. You can see text is highlighted in blue.
   Is it a bug. Or we can change this behavior?
