How to prevent page from refresh in Navi component when URL must be defined.

When I'm trying to use the Navi component in fluent UI, I find that I have to add the url parameter like below:

links: [
      {
        key: 'ActivityItem',
        name: 'ActivityItem',
        url: '/examples/activityitem',
      },

And that would make the page refresh. Is there any solution to prevent the refresh? I just want a button-like navbar. I have tried the onClick parameter, but it just works after the refresh.
