Taskbar will not show when the window maximized in Windows 10

Describe the bug

When the auto-hide taskbar is turned on and the WinUI 3 application window is maximized, moving the mouse to the hidden taskbar cannot bring up the taskbar normally.

Steps to reproduce the bug

1. Go to System Settings to enable auto-hide taskbar.
2. Open a WinUI 3 app, e.g. WinUI 3 Gallery.
3. Maximize the app window.
4. Move mouse to the hidden taskbar.

Expected behavior

The hidden taskbar will be brought up normally.

This issue is similar to #8431 but not the same. #8431 targets Windows 11 22H2 (22621), and this one target Windows 10 22H2 (19045)
I didn't have the problem in win11, but it happened in win10.
