show, enable, and disable bonus token for a VC

What would you like to be added:
Provide UI for operators to see, enable, and disable bonus tokens for a VC, in the Virtual Cluster page.

Why is this needed:
Better operation experience.

Without this feature, how does the current module work：
We only have REST API in 0.10.y.
