Testing microsoft/vscode#101307

Shift + Scroll should only scroll horizontally. But it scrolls both horizontally and vertically.

To reproduce:

  1. Zoom in to make the horizontal scrollbar appear.
  2. Shift + scroll

I tried scrolling horizontally using a trackpad (two-finger left/right scroll) and it has the same problem.
