Extensions: All disabled

Cannot click on anything in bottom right of window. Also renders menus above the screen. As shown in this video: https://www.loom.com/share/c078125252e54b9387b744b6eb0b7c9f

Steps to Reproduce:

  1. Start VS Code
  2. Try to click in bottom right area of window
  3. Try to open menu bar items (renders above the top of the screen)

This has been happening with every version since I started using VS Code six months ago.

Does this issue occur when all extensions are disabled?: Yes/No
