Steps to Reproduce:

  1. Open a github issue notebook
  2. Create a markdown cell
  3. Enter to edit, Escape to preview
  4. Scroll the markdown cell out of view
  5. Scroll the cell back
  6. Enter to edit

Expected: there is only one 'ctrl+enter to run"
Actual: there are two

Does this issue occur when all extensions are disabled?: Yes/No
