Testing #167140

  1. Debug the codespaces extension from inside a GitHub codespace, launching a window in the extension development host which is on the remote
  2. ✅ temp profile is applied
  3. 🐛 codespaces extension is reported as not installed in the extension development host even though the extension is under development
