VS Code Speech cannot use macOS voices.

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.86.2
• OS Version: macOS 14.3.1

I expect the extension to be able to read the text from the Copilot Chat Box. But I do not get any TTS anywhere in VS Code.

Steps to Reproduce:

1. Install voice extension on macOS https://marketplace.visualstudio.com/items?itemName=ms-vscode.vscode-speech&ssr=false#overview
2. Observe TTS is not working.
3. Grab system voices from terminal via say -v ?. For example use "Tessa" (confirming working via say -v Tessa "hello world"
4. Go to VS Code extension settings and observe that "liveshare.accessibility.voice" does not allow value Tessa. Only the Windows voices seem to be accepted in the settings.

Text to speech is not supported yet by VS Code speech extension, only speech to text. We have #196261 for that.
