To make the debug actions more discoverable, we should add a debug menu.

The initial version of this has been done.
Leaving this item open as we still need to look into enabling / disabling actions in the menu and try to introduce a menuService

@jrieken we should sync on the menu service some time next week and how we could use it for the top menu actions if possible.

Closing this item as we have introduced the debug menu, as for making the application menu contributable from the renderer we have created this PR to track it #23030
