I am sure the encoding indicator used to be there. I confirmed this after reviewing the official doc.
Now I have to type some extra commands to check file encoding.

What is it mean by adding "new release" tag?
Is it means that this issue is already solved? But I am using the latest release of vscode.
And where is that issue? I cant find it by searching "encoding indicator".
An very old issue "Customizable status bar item locations #35744" founded, but it seems not solved yet.
