Testing #48407

MacOS
Version 1.23.0-insider (1.23.0-insider)

When testing #48407 with many explorer contributions, every now and then when the extension development host loads, the explorer doesn't load. I was able to make it happen this morning and captured this in the dev tools console from the extension host:

the problem is that it's not consistent. if i reload, it seems to work. its every now and then that i see the failure.
