Automatically clear history and recently opened files on close

Add an option to automatically clear history and recently opened files every time user closes the editor VS Code. Right now, these tasks are manual and split so the user has to choose one by one. An option that would automatize this would be useful.

When you care about your privacy and want to delete all cached data in one step.

@alexdevero oh ok, there is a ton more stuff we save per session, not just that. I would potentially move this into #22613 and rename that one if that's ok.
