Expose diffEditor to plugins #1865

There is a new command to compare two resources: vscode.diff. Make sure that

the commands checks its constraints (try with invalid arguments)
the command is documented (will be generated from https://github.com/Microsoft/vscode/blob/master/src/vs/workbench/api/node/extHostApiCommands.ts#L201)
