php-http/discovery contains a Composer plugin which is currently not in your allow-plugins config. See https://getcomposer.org/allow-plugins

PHP-HTTP/Discovery is a dependency of the OpenTelemetry SDK which suggests HTTP client implementations if none exist etc.

We need to disable this plugin to prevent customers from dealing with the warning.
