Parsec needs the command line arg: --env=LIBVA_DRIVER_NAME=radeonsi
otherwise will only work with software decode.
Have yet to find a way to get H.265 decode working, but I think best to update the Parsec info that this variable should be added, as software decode makes it almost unusable.
