Add healthcheck endpoint

Currently if pdb-controller fails to add the pod disruption budgets for any reason (i.e. not enough permission to add them) we don't see this. It would be nice to implement an healthcheck endpoint that will report pdb-controller as unhealthy after a number of failed attempts.
