Please describe the enhancement

In order to have feature parity with GitHub, we need to get DockerHub (and OCI providers for this matter) to evaluate the artifact_signature ruletype.

The idea is to get mindev to run this (no full e2e support yet).

Solution Proposal

This is a wiggle task, so we'll discover the gaps as we go.
