Build sign out return URL from request #141

Problem

We're building a base URL in the config file and using flags like IS_PRODUCTION to determine whether HTTPS should be used or not.

Possible solution

The sign out URL is called as part of a request so we could look to build the base URL within the controller rather than setting it in the config.
