Follow up with missing tests for Person Escort Record

The problem

A portion of the codebase that handles the Person Escort Record was merged with minimal test coverage in order to meet deadlines. This meant that some areas of the code are more susceptible to regression. For this reason we should address these gaps as soon as possible.

Possible solution

Fill in the gaps with the following suggested test coverage:

End-to-end journeys

• Start a new Person Escort Record (PER)
• Complete all sections of a PER
• Mark a PER as confirmed
• Check can print PER

Unit test coverage

• Print PER controller (merged in [P4-1801] Create initial journey and view for Printing the Person Escort Record #703)
• Framework flag presenter (merged in [P4-1760] Render Person Escort Record framework flags on the move detail page #700)
