Short problem statement; why is this a problem?

Some tables link to referral as a foreign key, some to draft_referral

Link to different approaches

Do you have a proposed solution? Why?

Populate these tables when the referral is sent and rewrite their foreign keys against referral.

  1. Live referrals should not reference draft_referral table.
  2. Our overall goal is to allow draft_referrals to be cleaned regularly. We do not want to retain drafts that do not get sent within e.g. ten working days.
