Steps to Reproduce

Go to the catalog page on the CI server (/catalog/)

Expected Behavior

  • They should link to a program page, for example the one managed in the CMS at /cms/pages/15/edit/
  • The URL should contain the readable id of the program, e.g. program-v1:xPro+SysEngX

Actual Behavior

  • the program buttons link to #

@pdpinch Included in #411 however the URL pattern is /programs/<slug. If it needs to be updated to /programs/<readable_id> if the readable_id is available on the program, that will need to be updated.
