Challenge Explanation

After flags are submitted and after the competition is over (for open challenges) we can show a page where we can explain our rationale for creating a challenge. This can represent an additional learning opportunity for competitors.

Normally challenge authors all wrote a full write-up of their challenge so why not publishing them (with the consent of the author) after the end of the event.

May be 1 week after the event so players will still write their own WU after the competition.

Added the milestone because if we want this to be a holistic solution I'm not sure its good to assume users have other places to host write ups.
