Allow biolink to boot up without a running instance of owlsim

It would be convenient to allow to biolink to start up without owlsim running, and have the /sim endpoints return a message if an owlsim endpoint is currently booting (or not configured at all)

we'll need to make an effort to not continuously pin certain endpoints while owlsim is caching IC metrics, so it may be best to use an async call to track boot up, specifically
