Add config option for score-threshold

Currently the flag --score-threshold is hardcoded:

We might need this configurable.

We might even need different settings for different type of scans. This would also result in changes to the API.

Before implementing this, we should be sure, the use case makes sense.

Describe alternatives you've considered
Another approach might be, to configure the applied rules via the Web UI. This way, only rules which check for settings the user controls could be active. This would also give the possibility to pass all rules.
