update workgroups and hangouts #2259

  • update twitter.com to x.com
  • move github and gitlab to workgroup from hangouts page
  • remove duplicate channels (that exist in both workgroup and hangouts)
  • mention matrix+IRC (instead just IRC)
  • Rename development workgroup to monero core workgroup

Where is the core chatroom? spooky music people can still reach core by joining #monero-dev. if the intention is to make it clear that Core are != monero-core devs then perhaps linking to #monero would be useful (as its not actually listed on that page). If that is your intention then perhaps we could look at using another email handle instead of "dev@" also.

either in this or a separate PR (while we're here) it might be relevant to have the disband core issue introduced/linked somehow monero-project/meta#921

The core email is linked
#monero-dev isnt really a method to reach "core"

hangouts:

  • replace taiga with a link to the workgroups page
  • remove monero-community from "hangouts"
  • monero-hardware should be moved to workgroups (or killed)

workgroups:

  • add monero-community-dev link to the monero community section
  • add monero-research-lounge to the mrl section
  • rename "monero core workgroup" to "monero dev workgroup"

Note (hangouts): the mailing list has been inactive for years (?), runs ubuntu 16.04, and a 7yr old version of hyperkitty (1.2). It should likely remain, but needs updating @plowsof
