Fix auth/rbac issues with metrics-server #46

The metrics-server deployment was working at one point and now seems to be hitting an RBAC issue.

unable to fetch metrics from Kubelet ip-10-141-136-5.us-west-2.compute.internal (10.141.136.5): request failed - "401 Unauthorized",

Get this working as a dependency for issue #37.

This is good to go after applying the kubelet update.
