Larger issue: #9452

Looking at DefaultLoginValidationDelegate, which depends on AS provided methods to check for potential problems like duplicates. This was filed separately from #9455.

Looking at our LoginValidationDelegate, I think we might be blocked on AS on providing us some methods to validate whether or not a credit card is duplicated. We can fill in the missing API functionality for now by fetching all the credit cards and checking ourselves.
