When #4882 lands, we'll have some "legacy" scoped keys, which are the current old keys. We should keep those around so people get fancy new scoped keys, but eventually they should be removed.

I suppose we'll just ask ops to run DELETE FROM signing_keys WHERE scope = 'legacy'
