As a rules writer, I ant to be able to define "default" rules (maybe dunder default ?) that will run only if no other rules matched at this level.

For now, rules apply in order, everytime. There should be one special rule in each group that runs if and only if no other rules matched. This can be called "default", or even "default" (as it cannot conflict with another valid rule, at least for the last level of rules).
