It seems to me it'd be on the implementer of skin tone support to make sure 👭🏻(👭,🏻) and 👩🏻🤝👩🏻(👩,🏻,,🤝,,👩,🏻) are displayed the same, or know that when there are more than one skin tone options, do break them into sequences.
