I would like, by default, the menu be collapse with just icons with the available to expand on all views (mobile,tablet,desktop, etc..)

Right now, it is only set for mobile (or close to that viewing dimensions)

is-static does exactly that or am I missing something? If it is is-active it will show complete view otherwise just shows sidebar with icons.

On Desktop view (fullhd) - it shows sidebar with icons and text and no option to collapse
adding/removing is-active the navigation-view and navbar-burger does not effect the view - it keeps fully expanded with icons and text and not option to collapse to just icons
If i remove is-static, it hides the whole sidebar, not show just icons
