Azure Function Auth Server

The server used for authentication is $15 a month flat for running an app service.
Could reduce cost and probably improve performance by migrating to an azure function.

(Yes we are using Azure and I won't budge here at the moment).

This could be deployed through a github action allowing the codebase to stay local to this mono-repo for easier testing and dep sharing.
