Feature Flag module

Add ability to add additional feature flags beyond those included in a scratch definition file. For example, if you need Data Cloud and ECA, you might start with the Data Cloud def and want to update from there.

• Determine if this should be a flag with args or if it should be a prompt once running the command
• As best possible, either provide a list of valid feature flags or link to a list
