Add WebServer status event

Motivation and Context

• Closes Add event or similar mechanism when WebServer change status (starts, stops, etc) Home#1435

How Has This Been Tested?

By creating socket issues in the code thread and checking the event stopping is raised.
All thru the E2E application as well
