MacOS puppeteer test failing

puppet.test.js errors in Actions on MacOS for reasons that appear to be Actions-specific. The error does not reproduce locally. It might be related to the fact that there is no display available in Actions.

This message is concerning, and it's something that only comes up in Actions.
