default navit.xml for WinCE: Activate espeak by default

The default setup for speech output of the WinCE build downloadable from https://www.navit-project.org/ is not working. Please fix this by including and activating

<speech type="espeak" cps="15">

in the navit.xml file and removing the broken setup using a not accessible PowerShell:
