Some limitations have been removed from the Eurostat web service.
The driver could use these improvements.

Changes:

  1. Agency id can be all in a dataflow ref
  2. No more SSL exception if backend is schannel and compression is required
  3. Data detail query is supported

Improvements:

  1. It is now possible to query data/meta for other agencies
  2. Compression can be enabled, leading to improved performance
  3. It is now possible to get all the real available codes for a dimension instead of the possible ones
