require attached deposit for voting

Currently attached deposit isn't required for voting, which has UX benefits, like voting without re-directing to the wallet.
However, It's also risky because any shady UI can vote on behalf of the user without their knowledge.
This is especially bad for community DAOs that allow anyone to add new proposals, and only restrict voting to the council.
