#7590 introduces prefetching accounts and access keys if enabled in the config. We kepts it disabled by default for now.

We expect strictly faster or equal chunk processing with enabled feature compared to disabled. Once we are certain of that and we understand any possible side-effects, we probably want to enable this feature by default.
