Grayed out "Badges" option? 3.0.1 #9

In the save editor, I try to use the "Badges" from the dropdown menu, but it's grayed out. Trying to get badges the easy way, but it's not as easy as I thought... is there something I'm missing? All the characters are unlocked, and they have a weapon...
