As requested by Alex Silva, add support for hardcore RetroAchievements tracking to PES.

Initial work completed 96985ec however, requires some testing to confirm successful implementation.

Implemented fully as of: 6c0672c
Note: had I had to bump RetroArch from version 1.3.6 to 1.5.0 to get hardcore achievements recorded properly.
