Respecting the health check for services

Currently, I have a service set up as the following (removed later steps)

This works on GitHub, but when I try it with act it fails with the following:

| ERROR 2002 (HY000): Can't connect to local MySQL server through socket '/var/run/mysqld/mysqld.sock' (2)

If I were to add a sleep 10 to the seed step, it works as I would expect it to. However, I'd like to not do this as it is a change specifically to get it working with act, not GitHub. Is there a way to have the health check not be ignored?
