fix random category filling in reweight_epc_test.py

fix random category filling in reweight_epc_test.py when generating dummy rows. Nulls in dummy rows should be filled with a random value from missing_categories in the first instance. The random value should be randomly selected for each Null value with replacement. Currently, all Null values are filled with the same random value.
