Enable the creation of custom fields and custom links for the JournalEntry model, and enable the assignment of tags to journal entries.

Use case

This provides greater functionality and flexibility when recording object histories. One such example was raised in #8448, which conveys the idea of establishing a "reference" field on the JournalEntry model relating to some external system. By enabling custom fields and custom links, this sort of integration becomes easily achievable, and tags provide an additional dimensions by which journal entries can be organized and filtered.
