Timebased not working as expected with confgenerator #381

If one of the defined metrics has timebased (and the others do not), then confgenerator creates a config that only generates the one metric with the timebased stage. The timebased stage consumes all the flow logs and only outputs what is specified for the one metric. The other metrics that were specified need to bypass the timebased stage.
