Move to Poetry for dependency and publishing

Move to use Poetry for installing the library, dependency management, and publishing to PyPi.

Will need to update docs for installing, update .travis.yml for publish on PyPi on tagged releases as well as encrypting the secret used to push to PyPi

Dependency is taken care of, but need to work on publishing aspect of it now.

There are examples where we can get it to auto publish via poetry and is overall pretty simple and allows us to simplify the release process.
