So far only 32-bit builds are available on pip. It would be good if there are 64-bit builds as well.

It has to link with bwapi lib which is 32-bit. You would have to build a 64-bit bwapi.lib to link a 64-bit version.

Truly, if you can compile correct 64 bit bwapi binaries, there will be no problem providing corresponding wheels.
