Recently, Rails added a notification for start_transaction.active_record: rails/rails#52080

Our ActiveRecord instrumentation uses a combination of monkey patching and Active Support notifications.

Determine whether this notification will be of value to our customers. If it seems valuable, can it replace any of our current instrumentation that does not use Active Support notifications?
