Summary

OpenTelemetry.Exporter.NewRelic.dll is unsigned, as seen by:
Get-AuthenticodeSignature
or right clicking on the dll.

Desired Behaviour

Dlls should be signed.

Possible Solution

Sign the dll.

Additional context

By signing dlls it helps confirm that a dll is legitimate.

Related issue regarding signing of OTel dependencies open-telemetry/opentelemetry-dotnet#1302.

Keeping this issue open. Will update when we timeframe for resolving.
